M&E continuously monitors key performance indicators related to the quality and reach of health services. This includes assessing the utilization rates of essential health services by diverse populations, ensuring that care is accessible and equitable, and identifying any disparities that need to be addressed. It rigorously tracks and evaluates the readiness of PHC facilities, which involves:

Service Quality Monitoring

  1. Facility Standards and Climate Resilience: Monitoring whether PHC facilities consistently meet established essential health services delivery norms. This also extends to assessing their preparedness and resilience against climate risks, ensuring that infrastructure and services remain functional even in challenging environmental conditions.
  2. Commodity Availability: Crucially, M&E plays a vital role in tracking the reduction of stockouts for select family planning (FP) and nutrition commodities, as well as essential drugs and medicines. By providing real-time data on inventory levels and consumption patterns, M&E enables timely forecasts for procurement and distribution commodities, preventing stockouts that could disrupt service delivery.

Under NHSP, M&E will also evaluate the performance of PHC providers in delivering quality essential health services. This will include tracking training completion, adherence to clinical protocols, patient satisfaction, and health outcomes directly linked to provider performance.
